Biomass Pellets Tender Specifications

TENDER DETAILS FOR BIOMASS PELLETS PROCUREMENT 

  1. PROPOSAL / OFFER : 

Inviting Online bid for Non Torrefied Biomass Pellets. 

Description :

Supply of agro residue based biomass non torrified pellets for cofiring with coal, Quantity as below :

First Year : @ 5% of total fuel requirement of our PF Boilers. @ 200MT per day, 6000MT per month, 73000MT/annum;

Second Year : @ 7% of total fuel requirement of our PF Boilers. @ 280MT per day, 8400MT per month, 102200MT/annum;

Third Year : @ 7% of total fuel requirement of our PF Boilers. @ 280MT per day, 8400MT per month, 102200MT/annum;

Considering Station PLF/annum @ 85.0% 

Duration of Supply : 

03 years; Total required quantity : 277400MT/annum 

For delivered cost at site : < Rs. 1.28/1000GCV

  1. TECHNICAL SPECIFICATIONS :
  1. Base material : Agro residue
  2. Diameter : Not more than 25mm; Length <3mm
  3. Ash -<14%, VM-60-64%
  4. Fines % -Less than or equal to 5%
  5. Moisture-<14%
  6. Particle size distribution (measured at plant end) Passing proportion from 1mm mesh size sieve >75%. Passing proportion from 3mm mesh size sieve 100%
  7. GCV – 3200 -4500Kcal/kg and not <2800Kcal/Kg in ARB

During contract period diameter of pellets and or particle size distribution may be revised, based on results of test firing on mutual consent basis without any financial’ cost implication to either JSL or supplier

Agro residue based biomass pellets can be manufactured by mixing single or multiple base material together and same shall be explicitly mentioned by supplier in consignment details

  1. REJECTION/PENALTY OF CONSIGNMENT

The consignment of biomass pellets arrived at JSL site shall be tested for following before unloading and shall be rejected in case any of the parameters exceed the rejection level as per following :

a) Moisture (ARB)’   Wt % more than 14%

b) Particle size distribution (after crushing sieve analysis) not meeting values as specified. 

measured at plant end, Passing proportion from 1mm mesh size sieve >75%. Passing proportion from 3mm mesh size sieve 100%

c) GCV not less than 2800 kCal/kg. 

In case JSL lab test value of GCV (ARB) of Biomass Pellets is less than 2800 kcal/kg material will be rejected and no payment shall be made for already delivered and consumed material

d) Fines % -Less than or equal to 5%

In case JSL lab test value of Fines % > 5% in Biomass Pellets, material will be rejected and no payment shall be made for already delivered and consumed material.

4) TESTING STANDARD/METHOD

Biomass pellets sample shall be tested in the JSL site lab as per following or equivalent standard :

a) Diameter  ISO 17829 or equivalent method may be referred

b) Fines % ( length < 3 mm)(ARB)   ISO 18846 or equivalent method may be referred

c) Gross Calorific value {ARB)  IS 1350 or equivalent method may be referred

d) Moisture (ARB) IS 1350 or equivalent method may be referred. 

e) Particle size distribution  Sieve analysis shall be done as specified above 

ARB # As Received Basis

5. SAMPLING AND ANALYSIS AT RECEIVING END (JSL SITE)

a) Sampling shall be done by JSL preferably in the presence of representative
of the pellet supplier. The samples shall be collected and prepared as per BIS
norms.

b) The authorized representatives of JSL and pellet supplier shall jointly witness the process of sample collection and preparation of the laboratory samples. The representatives shall put their signature on the sample tags in evidence of the process of sampling Both- consumer JSL and pellet supplier.

6. Documents to be submitted along with Biomass pellets consignment :

  1. BG as per WO terms
  2. Material Test Certificate
  3. Delivery Challan

7. DELIVERY SCHEDULE  

Default delivery schedule shall be 200MT/day quantity which is to be delivered at JSL site. Although supplier shall supply the pellets as per above delivery schedule, however supplier shall have the flexibility to supply the material in greater quantity than

delivery schedule on mutual consent basis to meet the annual supply requirement with prior information to JSL at least 01 week before and on mutual consent.
JSL can also give reduced delivery schedule to supplier by giving one-week advance notice through official e-mail ID of Engineer-in charge or e-mail ID of any other person authorized by him and supplier shall dispatch the consignment accordingly.

8. PRICE ADJUSTMENT FOR GCV VARIATION

Upward or downward pro-rata price adjustment shall be done for GCV (within band of 2800-4500Kcal/Kg) variation of supplied material as per following formula-

Adjusted price = Quoted price X Actual GCV (ARB)] / Quoted GCV

ARB : As received basis

Quoted GCV-3200 – 4500Kcal/Kg

For delivering price adjustment the quoted price in above formula shall be offer base price (w/o taxes and duties)
